To make the same point by attending forward rather than backward, a hypothetical policy under which government carries out immediate and substantial restrictions on carbon emissions might impose considerable costs on current generations and confer considerable benefits on future generations. Enlarging the frame to the next aperture doesn't eliminate the anomalies. Arguably, one could effort to tax the intergenerational events of government policy in its entirety. That, naturally, would present real problems of valuing nonpecuniary costs (such as compulsory military service) and profits (such as reduced climate alter) and making such costs and profits commensurable with each other and with monetary costs and profits (such as taxes and transfer payments).
